Publication boundary: v1.1.60 adds no profiles and changes no public profile fact. All profiles remain public-source, unclaimed, independently unverified, correction-friendly, suppressible, and opportunity-ineligible.
Verification, billing, automatic outreach, claimant-edit publication, inquiry routing, live imports, and deployment remain off.
